Miscellaneous Items effects?

Hi, just quick question if anyone knows. Is it possible to add effect to a miscellaneous item. Example: If I have a ticket (Custom) just in my inventory, it will increase my walk speed.. or i will have a passive skill such as mount peco or rent cart.. I need answer ASAP please.. thanks....

Using onpccalcevent and countitem yes, but it's not an effective use of onpccalcevent

Yes charms are possible via a src mod that has been around for a while, it currently doesn't work as is with the latest rAthena.
