Try this:
If you're using Windows 7, go open Windows Firewall with Advanced Security
-Click Inbound Rules
-On the right pane, create a new rule
-Select port
-Specific local ports: 3306 (or any port as long as it's the one rAthena and MySQL is using.
-Allow the connection
-Then follow the instructions.

Okay so I'm not sure if it's inbound or outbound.. but I feel that it's inbound...
It's possible that there's something wrong with your Athena.php and Flux.php, was it working on your localhost? Or you could download another copy again. o.o

It's around fluxcp/modules/server/status.php, copy the important parts, no... actually just create another copy of the file then include it in the header
it's possible that you haven't installed the important sql files (main.sql,item_db/2.sql, mob_db/2.sql, logs... etc), or that you specified an incorrect database name. O.o
Delete mo lang yung data or ung folder ng MySQL tapos kung magiinstall ka ulit leave the password blank then enter a new one, chances are: blank pass yung root xD
dba pag magiinstall ka may:
enter current root password or something
enter new password
tapos reenter new password.
just leave the current root password blank
