A. Have you tried this tool? Click Here It is far better than Actor 1 or 2.
B. Act00 is for the 'Idle' positions of the character. Act09 however I'm not sure about.
C. Not sure how this is done, but this might require some client editing as well.
What exactly is the glitch? Your second image is too small.

You are using the drop sprites as the equip sprite. That caterpillar rucksack is mine and i see the drop sprite.
Drop sprites have one frame (24px x 24px) and they go in data\sprite\¾ÆÀÌÅÛ
Equip sprite is what shows up on the character when worn. Usually comes with alot more frames and they goes in data\sprite\¾Ç¼¼»ç¸®

I wonder how this looks in-game. Are the clients able to handle that much of 3d models if the whole game was to be in 3d?
Saving with Brow 586 should solve your problem with the texture.
As for the ghostly models, do you have the texture for the models in your server's grf?
What you are looking for is the emotion.spr located inside data\sprite\ÀÌÆÑÆ®
This sprite is used by the emoticons as well. The frame you have to edit is frame 12 from what I see.
You will have to keep the bubble though, the bubble is used by all the emoticons.
If you edit this I think it will also effect the silence emoticon "/..."
in-game type /where, it should show you the map name. Open the grf an extract the map. If it is an official map you should be opening data.grf
If it is that server's grf, you should be asking for permission first
