As mentioned above, do that. Other then that, you would have to go into certain parts in your NPC folder to disable Warps, warping from Kafras, and other usable warping items.

You shouldn't be missing "Any" NPCs, Warps, etc. with a clean rAthena SVN. Try getting the newest SVN.

Look in your atcommand_conf: https://rathena.svn....and_athena.conf Change it to whatever you want.

Your NPC folder is not "Weird" since it branches off to Pre-re or RE just like your db folder. If you've set your server to Pre-re mode through renewal.h, your server will read all pre-re folders instead of the RE ones. Besides that, for the Izlude map you've shown us, that is now the new RE Izlude: http://trac.rathena....t/16384/rathena. In your packet_db, do not use 26. Set the version as default. You setting it to 26 is a bad idea since it's an outdated packet. Default uses the max available version. default = max available version

With 2012 clients, you can't use the Load lua before lub or read data folder first. Secondly, you need the brand new setup (Blue Ghostring) as well.

You wouldn't need those files anyways since it was a patch from kRO. All you would of needed was the mapcache to get the map working.

Did you make sure to add your map to maps_athena https://rathena.svn.sourceforge.net/svnroot/rathena/trunk/conf/maps_athena.conf and map_index https://rathena.svn.sourceforge.net/svnroot/rathena/trunk/db/map_index.txt? As well as adding it to your mapcache?

Um.. maybe switch all your 0's into actual 1 to whatever amount of zeny. See if that works. Within a shop, I doubt you are allowed to make an item be 0z. =/ I think it has to be a minimum of 1z.
