This NPC can be use to reset char location to default town by login into game using another char within the same account. Else to reset errored equipment /hairstyle /card. Else change password.

This NPC will pull the message from database at given time and broadcast it globally. Time for broadcasting cycle also can be edit in database table. Every row added into table will act as one line of message.
