how to do no inatant cast/no cast but cast decrease/fast cast?

ex. the dex is 150 to be no cast then. if my dex is 150 it will not become no cast bat just snap of cast. but never to be no cast.

disable renewal casting.

remove the no cast. MAKE IT FAST CAST/DECREASE CASTING TIME.

BUT NOT NO CAST

Oh, you don't want instacast.  You just want really fast casting?

 

Change the settings for the required dex / int to reduce variable casting, with renewal casting on.

i tried that,

 

the vcast_stat_scale: 530

 

i tried to chnage it to min and max, but nothing happens. even the renewal casting on.

even i reach the dex to be no cast it will still casting but make the cast fast

all skill MAX cast fixed rate is 99%. never to be 100% or no cast.
