I think nope. it's only available on jRO (japan ragnarok online) official server.

Is this the latest Quest Shop? and what emulator are you using? Is there any error on your map-server? or debug message show up? Update --- I tested this one https://raw.githubusercontent.com/rathena/rathena/master/npc/custom/quests/quest_shop.txt nothing seems wrong with the script i can view the requirements.

Im not sure why and i want to know too how to fix this problem. but if i run the patcher as administrator it will run the client.

Your using what client date? older than 2010?

Did you check your mmo.h and see if you put the correct client date here #ifndef PACKETVER #define PACKETVER 20130807 //#define PACKETVER 20120410
