For storm gust:

• effect\pok1.tga
• effect\pok3.tga

With the second image, I pressume he is referring to the effect that comes up when a character receives distance damage.

 

So as an addition to Olrox' post, the file that defines the animation that is displayed in second image is called squarerange.tga
