Custom mob drop rate won't work?

This still shows that it'll drop the item at 100%, It's because of my server rates.. Can I go around that, so it's 10% drop rate for the item?

Do I have to change my rates for this to work?

All mobs will be affected by your server drop rate. Your only option is to properly set up the rates in the mob_db entry to match how often you want it to drop.

I tried, but it doesn't do anything. I want the item to drop at 10% rate, but it still says 100%?
