Putting 63 70 73 2E 64 6C 6C into the client's hex when it does nothing besides tricking the GRF Editor into thinking that the client reads cps.dll even though it doesn't. I did this before just by copy-pasting cps.dll...compress...uncompress, and, as expected, it's not that simple. The client still lacks the function to call cps.dll.

For this issue already solve by transfer all files from my custom grf into en.grf

don't know why my custom grf file can't be read for this client.

maybe the active grf is not read by DATA.INI but the data in the client GRF embedded

Several factors

1. Resellers package everything (Client and Server). So you don't have to waste effort and mental energy if something goes wrong, but sometimes it does (there are scammers after all)

2. Instant Gratiffication (some people just want the out of the box experience without the hassle)

3. A lot of people in the internet just don't dig through stuff unlike us forum peeps

I could think of other stuff, but these three are the gist of it mostly
