    about open port, you surely need to ask godaddy about this, only they can open the port, normally shared webhost will only open full apache port only, unless you request. if youre seeing offline in your page, means, your webserver <-> emulator server is closed, either configure your emulator/web server to accept those connection by adding the IP of your webserver/emulator to your webserver/emulator server firewall iptables. about php that check your ping, i think its already alot on google.
