Sooo, just something out of the world of wolves. It looks like the anti-wolfers have gone from insane, to illegal, since they now have a motto that goes "Kill 5, tag 1", meaning, kill 5, but only report 1, which is poaching. You're supposed to report every wolf kill so they can monitor the population. Its just, anti-wolfers don't want a healthy population. They want no population.
