help Leveling down skills

My players(and i) cant level down skills, i mean, they have lvl 10 Fire Bolt, but they want to use it on level 1. How can i change that?

You can down the skill upon casting by scrolling with the Mouse's Wheel.

i think it should be your client skill LUB file.

same trick used to adjust teleport skill level before this.
