Where to edit acoount level?

can some one show me where should i edit it becouse i cant see any Level box?

group_id refer the account fall into which category of group that have specific permission/settings

 

gm level is part of the setting inside the group category.

 

to edit GM LEVEL it should be inside the conf/groups.conf

 

GM LEVEL is not the same thing with GROUP ID
