Restrict Players from pubbing near npc

Can someone show me a script that restricts players from making a pub near npcs?

// Minimum distance a vending/chat room must be from a NPC in order to be placed.

min_npc_vendchat_distance: 3

then change the number 3 for the number of cells in distance (:
