This is needed so that NPC's can read/respon to chat spoken by players. Usually by default PCRE is enabled on windows based computers, so if your not using windows, then it's more than likely you compiled without enabling PCRE. Also Euphy mentioned eAmod broke PCRE support, this pretty much speaks for itself. Probably in one of the last few updates, PCRE support litterally 'broke'.
