How to Disable equipment on different gender?

Help. why i can still equip? even i set only by gender? My Felinus Hair can equip on male character and My Lupus can equip on Female character. I want my Felinus only use for female and my lupus only for male. Why'is that o_o

You can try looking at your items.conf and look for these lines

// Can any player equip any item regardless of the gender restrictions
// NOTE: Wedding Rings and Whips/Musical Instruments will check gender regardless of setting.
ignore_items_gender: no

Your item definition is correct though.

our developers is generous to make them configurable for us without having to recompile
