Um, maybe your signals weren't clear. In that three months time, did you learn more about her as in her hobbies, her likes, dislikes, etc? You could have done something to impress her within that time span. But yeah, if it takes too long, it either means that she did not want to be beyond friends with you or that she didn't get the hints. Something friendly is best, like "How is your day going today?", and look for something that she is interested in, and show interest in that, that is a great way to start a conversation, and if it is something you both enjoy, that is a great conversation starter and leads to a friendship/date.
