Can't use atcommands when normal player is used

When I'm using a GM Account... All @commands are able to be used but when normal player is used, specific @commands are unable to be used... I already set "go" to 0 in atcommand_athena and atcommand_gm_only: no in gm.conf!

atcommand.txt doesnt exist in any emulator....
