SUGGESTION: Skill Cooldown decrease/increase by mapflag

I don't know if there is a way to give the skill a cooldown on example on PvP maps.

Ive realised it by the following script.

My suggestion is to create a database like the damage adjust.

The file could be like this one.

I wish to see this implemented one day, would be great to control the spam or certain skills such as asura strike in pvp, gvg and pve so as GTB settings per map

Yes. It was my suggestion but no answer. Maybe I'll create a source mod someday. But I've much Todo currently.

in my opinion, submiting a pull request often have higher chance to get grab developers attention to discuss about it or even merge into repository rather than uploading the source code here.
