Request A Simple NPC Which Announce News

Like above title says... :

Actually,i wondered if someone can help me to produce a simple script which is can announce Solah Times 5 minutes before the Islam Solah Prayer (which is 5 time in one day) and maybe a bgm sound too on Payon town.
The time was like above..

#1 - 6.00am

#2 - 1.20pm

#3 - 4.35pm

#4 - 7.30pm

#5 - 8.35pm
