Making a simple clothing palette pack

So I'm making a simple palette pack to get an idea of what I would need to do to make a tool or otherwise make an in-depth clothing dye system.

 

I consulted: http://rathena.org/wiki/Palettes

 

I was able to get as far as pulling out all the relevant palette files:

Example:

data\palette\몸\건너_남_1.pal

 

But I don't see a good way to actually edit these in mass.

The recommendation is [a] photoshop and notepad.

 

And then you got this line:

Editing The .Pal File For Use in Ragnarok Without Notepad
If you have a tool or something please fill in this area. 

I just seem to be having a hard time understanding this, I get the idea of how they work and where they are, how they're formatted, but not how to edit them in bulk.

 

Is the only option to edit each file for each class for each job for each gender individually?

Does someone have a better tool for this?
