problem for player new account commands!

i have a new server but the problem is . every time player registered on website or using _m new player or newbie character can't  trade,cant use storage even i already done setting on groups.conf is there any problem ? ?

Is that your main conf? There might be a other copy of that conf. Better check some of your files. Because I don't see any errors in your configuration.
