SQL test server offline...?

I'm not sure if I'm posting in the correct location, so please move if not. Anyways, how do I make an offline server using sql files? I want the functionality of sql.

I need to make a test server offline, but I need it to use an SQL db instead of text.

Honestly im not sure what rAsql is. I can guess from the name though...
