My boss equip drop rate stay 50% no matter what

hello just like the title say

 

here is my config:

 

// The rate at which equipment is dropped.

item_rate_equip: 1000000

item_rate_equip_boss: 200000

item_drop_equip_min: 1

item_drop_equip_max: 10000

 

i try to make it to be 10% but it does not change when i @mi eddga for example pipe still drop at 50%

 

if i change the rate equip rate for the normal monster drop, it has no problem.

i just find it weird where have i gone wrong.. unable to change the rate of boss equip rate and no matter what amount i put it stay at 50%
