Custom Race Event Script

Hi can anyone make this scirpt like this
this idea from vanro

 

i know this is turbo_track.txt  but i want this script like on this video

 

1. this event run every 4 hours and can active via GM

2. Winner can get Race Points

3. Race Point can Exchange Any Rare Hat

 

i hope you guys can help me

huh so i bad, i couldn't find the npc that when you walk somewhere, you automatilly do a emoticon

 

for the mobs, that van be setted on the mob text files so they won't mob

 

for the effects, same as the first thing i said about finding the npc that does that
