While I do realize many other people have had this problem, I have applied the fixes I found in most of them.
My client is 2012-04-18. There are no errors when running the client. I've used the bypass client, diffing a client that was only modified to bypass, and diffing (incl. bypass) a client.
rAthena was pulled from SVN last night. There are no errors when running the server.
Packetver is defined to 20120418 and 31, each value where appropriate.
And yet, "Character Creation is denied". While I do realize everyone's first instinct is to assume I'm a big noob, and it may yet be likely that I've missed something, I'd really appreciate some help.
This is rAthena with pre-Renewal data, by the way.
From client.conf:
// Valid range of dyes and styles on the client.
min_hair_style: 0
max_hair_style: 27
min_hair_color: 0
max_hair_color: 8
min_cloth_color: 0
max_cloth_color: 4
I guess this has likely something to do with the issue, but I've no idea what max_hair_style to use for my client. 17?

I double-checked. Everything is supposedly fine:
From packet_db.txt:
From battle_conf.txt:
From login_conf.txt:
From mmo.h:
From clientinfo.xml:
