Make sure the item isn't in the item_delay file: https://rathena.svn.sourceforge.net/svnroot/rathena/trunk/db/item_delay.txt

Also, head to: https://rathena.svn.sourceforge.net/svnroot/rathena/trunk/conf/battle/items.conf and look for:

// How much time must pass between cash food uses? Default: 60000 (1 min)
cashfood_use_interval: 60000

and change it.
