Editing Max level of Skills?

can anyone help me here on how to edit the level of skills to lvl 10 . cuz the Musical strike and Throw arrow are level 5. i need to edit to 10 but everytime im checking my skilllist it's lvl 5

i edit in skillinfoz folder/skillinfolist.lua

skillinfo folder/skilltreeview

but nothing happen please help me here!

Uhm, correct me if I'm wrong but I think he's asking how to change the max level of skills, not the max level of characters.
