I'm currently working on an act for this animated headgear I made. And I need the headgear to be transparent + animated. Now, the problem is, when I make the headgear transparent, I don't see it in-game. But I see it in the character selection window and the equip window.

So I took the transparency off to see if that was the problem. and yes, it is the problem.

Is there anyway to make an animated, transparent headgear??

Edit: So I took an animated headgear from gravity (the snowman hat) and tried this transparency thing out with that, it also failed.

If you're using targa (tga) transparency, the game converts anything below 15%-ish to fully transparent. Not fully sure if this applies to hats but my guess is it's the same as models using targa transparency.

As for setting transparency in actor with the aarrggbb setting in the table, I have no support for if that's the issue. :/

It's not tga. It's with the actor using aarrggbb settings. Seems like it doesn't work with animated headgear.
