Because lot of these servers follow the rates according to RMS rates. -Low rate server include all servers with base exp rate lower than or equal to 25. -Mid rate server include all servers with base exp rate greater than 25 and lower than or equal to 150. -High rate server include all servers with base exp rate greater than 150 and lower than or equal to 10000. -Super high rate server include all servers with base exp rate greater than 10000. According to Rathena's rates at the moment, all the high rate servers fall under the super high rate category.
