Cast Time Delay

I've set the cast time in skill.conf to 0 and delay rate to 0 as well, but It doesn't make any effect on the skills. Do I have to edit the src files? If so, what? I'm also wondering how to change the @go 0 to Payon instead of Prontera if anyone can help me
