go to the npc/mobs/ and look for the pvp.txt i think u missing those files or deleted

basically you don't have jail.txt/pvp.txt/towns.txt in your npc/mobs folder

Problem solved. I just need to look harder. And yeah i dont have the script on that part. Thanks alot guys.
