Does changing the values of these two parameters and then exporting and re-import into new server works this way?

Hello everyone,
I noticed that both of my server database's account_id starts from 2000000 and char_id starts from 150000 in login and char table respectively.
Does changing the values of these two parameters and then exporting and re-import into new server works this way?
