Hom never encountered that cause I'm running on linux, but I'd put a bet on redistributable missing on your window system.

Can you check you have them installed? And if so, which versions?

I too rarely encounter map server crashes locally, only when I'm doing doing hard testing of my scripts tho.

Also it might help to fix those warnings: incorrect usage of close command as they produce the most warnings as far as I have seen. Maybe that's why your map serve overloads kinda, not sure tho.
