Help with WoE settings - agit_main.txt file

Hey guys,
i want to edit a few things in WoE settings
i'm using rAthena revision 17520
the current situation is
1. when WoE is off (agitend), unoccupied castles still have emperium in them, and it can be broken and the castle can be taken
2. unoccupied castles have mob in them - as it should, but also when WoE is off, castle still have mob inside
3. if for some reason the mob is killed inside an unoccupied castle, when WoE is on, mob doesn't respawn.
 
changes i want to make
 
1. when WoE is off, unoccupied castles can't be taken, while WoE is off - there should be no emperium - just like an occupied castle
2. when WoE is off, mob is gone from unoccupied castle
3.when WoE is on, respawn all mobs in unoccupied castles (as they all dead because before WoE was off)
 
please help with what i need to edit on agit_main so i can make those changes

Are you talking about WoE1 or WoE2?

i think WoE1 - for the classic cities (pro, alde, pay, gef)

the main_agit file is inside npc --> guild (there is another folder called guild2) --> main_agit
