I edit some items inside the item_db.sql but how can I update the imported item_db.sql in mysql

I know you can use setup.exe. But is there anyway way to configure it. So users won't run the setup anymore. For example the mouse freedom and screen resolution. I mean I want my default settings.

Is there a way to auto set the Mouse Exclusive and the screen size? Thanks in advance
