The final aspd formula is divided into 3 parts.

bonus bAspdRate,10; only impact on the Base ASPD Equip ASPD % part (Equip ASPD Mod)

Basically it's

final aspd = [ part1 + part2 + (part3 revised with the bonus) ]

it's not 10% of the final aspd
