How to do an index in the forums like the wikis?

Hello, simple question, i would like to know how to make a index (contents of tittles) here in the forum inside the box to start a topic, that will wrok like wikis, for example this index box for the installation of rAthena

When you click the tittle, it just scroll you to that specific title

I believe you click this option: "Special BBCode" and then select Anchor 1 & 2
