No delay item, change emperium HP

How to make Cold Medicine item to no delay? and how to change effect to hp and sp 25%

then how to change Emperium hp to 300 hp

remove the Cold Medicine from db/item_delay.txt

 

 and how to change effect to hp and sp 25%
