PvP ON / OFF in certain time and map

i really dont know how to make script like this but its simple idea every X day the server is going to activate pvp on in certain map for an hour and then they turn pvp off again. THANKS!

is a script or source to edit this thing: one u activate pvp on in that script all who have the same headgear ex (ID: 111) cannot kill each other but who  have other headgear ex:(ID :123 and ID 1234) can kill it
