why the ASPD so much diffrent with offical server?

see the screenshot, left side from Malaysia offical server, right side is my own server( rAThena[16797])

RK's aspd is so much diffrent compare to offical server, and HP also 3k more. MRO is renewel server, and rAThena[16797] is same too, so why the ASPD got sooooo much diffrent? and how to adjust it?

because mRO doesn't follow kRO's aspd system and rA follows kRO...and for the HP something we are still dealing with it...
