Basically kRO is the "Mother" of all Ragnarok Servers. iRO is branched out from kRO. Everything that's new to Ragnarok is first released in kRO and then down the line, other servers such as iRO implement them to their liking.

As for rAthena, we try to base everything in the SVN towards kRO first. If we can't find particular information regarding certain things, we then look into other servers such as iRO.
