how to make both aspd 196 trans and 3rd job

my trans got 196 aspd but when i tried to change job use 3rd job it decreases become 193aspd how to fix this

max_aspd: 190
// Same as max_aspd, but for 3rd classes. (Default 193, Highest allowed 199)
max_third_aspd: 193

change both value to 196
