time zone depends on the server's time settings. use the normal WOE setter included as long as the time settings on the host is the one you want.

Go search for Euphy's WoE Controller / Toasty's WoE controller. And set your desired schedule.

how can i set my server time to PH time ?

Ask your host to change your server time if you don't know what you're doing.
