For the first you add:

bouns bPerfectHitAddRate,100;

But you can't hit normal attacks when a player perfect dodges.

What do you mean saying "skilldelay"?

Is it, cast time, cooldown or AfterCast?

If you want reducing aftercast this way, you pust this:

bonus bDelayRate,(getrefine() * -1);
