Elven ears reduce howling effect

Im using 3ceam and i want to make an item in middle head ex elven ears to reduce the effect of HOWLING MANDRAGORA of GENETIC by 20% also the duration of HOWLING IS REDUCE by 20% or if not possible of those 2 how to add chance to block the HOWLING MANDRAGORA skill by 20%

bonus2 bSkillAtk,n,x;			Increase damage of skill n by x% (supports skill names)

to reduced the Damage for the skill...just make sure the value of x is negative... ( below 0 )

Thanks Emistry but HOWLING dont have damage Y_Y it only debuff players that adds casting time to their casting anyway i cant test it cos i dOnt have svn right now
