Dynamic Hat Item Script

I wanted to make a copy of my old servers Dyna hat but, it seemed to hard, well I couldn't even understand it, could someone help me? EX.

Dyna Upper:

• Can change in to hats
  
  • Only id's that were specified in the script can be used
    

  [*]Can change the effect

  • Only to the specified effects listed in the script (can be a separate NPC for this)
    
  • Costs one TCG Point (7227)
