Client 2022-04-06 ESC menu translation fail

My region is twRO.  I use KRO as client base.

I have tried to load twRO.grf first than KRO.grf but some part of the menu is still not translated.

My menu look like this:

the RED one is translated through ESC_menuXX.bmp in grf file

the BLUE ones are not translated

I have referenced this article but my issue is not quite the same. I think i have done the DATA.ini precedence right

How should I correctly translate these buttons? or I should try to use IRO as client base and try again?
