How i install client side in 2023?

Rathena emulator recomends 2021-11-05 version. Where do I get client in English?
KRO missing data files and client-info and diff nots work in .exe. 
No one explains where to download the client with the data files folder, in any internet tutorial....

Rathena emulator suggests the newest version, 2021-11-05.
To remedy this issue, consider re-downloading and extracting the client while carefully following the installation instructions.
